Mission:

The Building Enclosure Council (BEC) is a network of affiliated architects, engineers, contractors, manufacturers and others located in major cities across the United States. The Dallas BEC was formed to address durability, de- sign and the unique air, moisture and thermal performance challenges of building enclosures in Texas.

COMMISSIONING of BUILDING ENCLOSURES: 
REQUIREMENTS, APPLICATION AND ENFORCEMENT

The Commissioning Process is now being included as a requirement in multiple codes, standards and programs such as LEED, and on many buildings. This session reviews the commissioning process basics and requirements along with the application of those activities to building enclosures.

Beyond the process, commissioning of the building enclosure mandates a technical knowledge and experience in the design, construction and testing of the various systems that comprise the enclosure. This session will discuss the application of the BECx process to the air barrier, using case studies and problematic air barrier details to verify that can significantly impact the performance of the building enclosure.

GERALD J. KETTLER, PE, CCP, CPMP, CIAQM, LEED FELLOW, WELL AP
MANAGING PRINCIPAL, FACILITY PERFORMANCE ASSOCIATES
Gerald J. Kettler has over 40 years of management and professional level experience in the design, construction, testing, commissioning, and operation of physical facilities. He is a licensed professional engineer in nine states and certified in many specialties including commissioning, test and balance and environmental management. He has performed commissioning authority and other USGBC LEED administration functions for over 300 LEED projects and is a LEED Fellow. Mr. Kettler has worked for a variety of architectural, engineering consulting, construction, testing and management companies. He has been active on many ASHRAE and other organization committees that develop industry wide guidelines, codes and standards. He serves as chair of the ASHRAE SSPC 300 committee on Commissioning and the ICC Guideline 4 committee developing commissioning instructions for building officials.

FIONA ALDOUS
PRINCIPAL, WISS JANNEY ELSTNER ASSOCIATES
Fiona Aldous has performed comprehensive, technical building enclosure commissioning on numerous buildings. Fiona has an extensive, hands-on “know-how” of building enclosures and the commissioning (BECx) process. She actively serves on ASHRAE technical committees, on International Standard Organization’s Technical Committee 163, is convener for the proposed ISO/WD 21105, Performance of Buildings — Building enclosure thermal performance verification and commissioning — Programme, and was a prime author of the Building Enclosure Commissioning (BECx) industry’s founding document, NIBS/ASHRAE Guideline 3 - The BECx Process. In addition to practice, Fiona teaches BECx on behalf of numerous established organizations’ commissioning programs.
