The Building Enclosure Council (BEC) is a network of affiliated architects, engineers, contractors, manufacturers and others located in major cities across the United States. The Dallas BEC was formed to address durability, de- sign and the unique air, moisture and thermal performance challenges of building enclosures in Texas.

RYAN A. STARNES is a partner and co-founder of Libby Sparks Willis Starnes PLLC, a full-service business law firm. Ryan specializes in representing design professionals in all aspects of their business – from entity formation, contract preparation, intellectual property issues, to defense of professional liability claims. His litigation experience has helped him develop a unique skill set in negotiating professional service agreements. As he has reviewed, negotiated, and litigated numerous design agreements he has first-hand knowledge of how a well drafted contract can help mitigate risk and exposure for the design professional. Ryan has deep experience in preparing AIA contracts (including the digital practice documents), negotiating multi-million-dollar contracts, and has prepared proprietary contract sets for many of his design clients. Ryan also handles copyright and trademark issues for his design clients. His primary objective in any matter is to effectively and efficiently solve his client’s problems.
MICHELLE RIEGER is a Shareholder, Member of Board of Directors, Chair of the Construction Practice Group and Co-Chair, P3, Infrastructure & Project Finance Industry Group at Winstead. She has a dual transactional/controversy practice focused on the construction industry. She understands the daily business and legal concerns of the industry and the need to adjust the numerous legal components of the construction process to properly fit the particular project. Michelle represents Winstead's real estate owner, developer and contractor clients in a myriad of construction disputes, litigating construction issues through the trial and appellate process and various alternative dispute resolution procedures throughout the State of Texas. On the transaction side of her practice, Michelle has extensive experience in drafting and negotiating critical contracts for use on commercial, hospital, airport, industrial and multi-family construction projects. Michelle is Board Certified in Construction Law by the Texas Board of Legal Specialization.
BILL GARDNER is a Shareholder at Macdonald Devin. With a keen eye for finding solutions that are positive from both a legal and business perspective, Bill represents businesses, entrepreneurs, and design professionals in complex litigation, construction, and land use matters throughout Texas. Bill’s practice focuses on construction litigation, government and private contracts, the defense of professional liability claims against design professionals, and overcoming regulatory obstacles faced by owners and developers in the use of land. Bill’s construction practice encompasses all phases of the contracting process for public and private contracts, from bidding and contract negotiation throughout administration and performance, to claims and litigation. A seasoned litigator, Bill brings his advocacy skills to disputes involving public and private contracts for the design and construction of governmental and commercial buildings, high-rise towers, hospitals, mixed-use developments and transportation infrastructure such as port facilities, passenger railways and highways. Bill resolves lawsuits involving corporate litigation matters on behalf of businesses, local entrepreneurs, globally-recognized design firms, and sole practitioners. Bill also represents design professionals in complex litigation, disciplinary proceedings and sophisticated transactional matters throughout Texas. His extensive experience and success in professional liability matters has earned him inclusion on the Texas Rising Stars list for four years in a row.
